Witness report leads to arrest after dog dragged behind vehicle in rural Horry County.

Investigators traced the vehicle to a residence on Harvey Road, where officers located the driver and the deceased dog. According to HCPD, the dog had been tied to the rear of the vehicle and dragged for three and a half miles before the driver stopped, placed the dog inside the vehicle, and returned home.
The driver, Yudiel Navarro‑Valazquez, 26, was arrested and booked into the J. Reuben Long Detention Center. He faces one felony animal‑cruelty charge under South Carolina law, along with two misdemeanor animal‑cruelty charges related to the condition of two additional dogs found at the residence.
The case remains under active investigation.
