SHALLOTTE, NC — A Shallotte woman is facing an aggravated felony death by vehicle charge after a head‑on crash on Highway 130 that killed another driver earlier this month.
The collision happened the morning of September 9, around 10:30 a.m., when a vehicle driven by Charlotte Russ Milligan, age 54 crossed the centerline on Highway 130 and struck Mary Frances Long’s vehicle head‑on. Long’s vehicle went off the roadway, and she later died from her injuries.
Based on initial information, Milligan had methadone in her system at the time of the collision. Milligan was also injured in the wreck.
Milligan was first charged on September 9 with driving while impaired and driving with a revoked license. On September 13, the case was upgraded with an aggravated felony death by vehicle charge.
Under North Carolina law, the aggravated enhancement applies when a deadly crash involves impairment and the driver has a prior impaired‑driving conviction within seven years. The State Highway Patrol continues to investigate.
All individuals named in this report are presumed innocent unless proven guilty in a court of law. Charges and case statuses may change as investigations and court proceedings continue.
