Environmental groups say balloon debris is harming wildlife and waterways
COLUMBIA, SC — South Carolina lawmakers are weighing a proposal that would make intentional balloon releases illegal statewide, citing growing concerns over litter and harm to wildlife.
House Bill 3047, now before the House Judiciary Committee, would classify the intentional release of lighter‑than‑air balloons as littering, carrying the same penalties as tossing trash on public property. The measure has picked up additional sponsors in recent weeks, signaling renewed momentum during the 2025–2026 session.
Supporters say balloon debris has become a persistent problem along the state’s coast and inland waterways, where fragments are often found in the stomachs of sea turtles, birds, and other wildlife. Livestock owners have also reported injuries linked to deflated balloons and ribbon.
Environmental groups note that several coastal communities have already taken local action. The City of Beaufort became the first municipality in South Carolina to enact its own balloon‑release ban, a move advocates say demonstrates public appetite for stronger protections.
If approved, the statewide measure would affect memorial releases, school celebrations, church events, and festivals that traditionally rely on mass balloon launches. Event organizers would need to shift to alternatives such as bubbles, flags, or luminaries.
The bill remains in committee as lawmakers continue reviewing testimony and potential amendments.
