NCDOT Releases Weekly Cash Watch Report Showing $1.99 Billion Balance

RALEIGH, NC — The North Carolina Department of Transportation (NCDOT) has published its weekly “Cash Watch Numbers” report for the week of Sept. 4–10, 2026, detailing the state’s current transportation spending, incoming revenues, and available cash reserves.

According to the report, NCDOT closed the week with an ending combined cash balance of $1,991,181,860, including $932,061,204 in the Highway Fund and $1,059,120,655 in the Highway Trust Fund. Total cash and bond proceeds—which factor in dedicated reserved cash accounts—stood at $2,332,119,805.

Weekly Revenue and Expenses

During the seven-day period, NCDOT brought in $118,341,645 in receipts. Federal receipts accounted for $55,722,251 of that total, with an additional $4,342,749 received as declared disaster reimbursements.

Disbursements for the week included key operational and infrastructure expenditures:

Reserves and Statutory Targets

NCDOT maintained $270,815,638 in reserved cash held in trustee accounts set aside for specific projects funded by Build NC bonds ($24.0M) and GARVEE bonds ($121.7M), as well as a $125 million Transportation Emergency Reserve.

The state’s current cash total remains above key legislative thresholds, including the statutory minimum cash floor of $735,695,000 and the 32.9% statutory target of $1,961,852,000.

The department publishes the weekly figures to comply with N.C. General Assembly Session Law 2019-251 to maintain public transparency regarding state transportation expenditures. Officials note that daily balances fluctuate as receipts and payments process, and weekly snapshots do not dictate final monthly totals.
