Sidney C “Neil” Mallory born in Tarboro, NC passed away September 9, 2026. He was preceded in death by his parents Caudell Daniels Mallory and Sidney Joseph Mallory, and his wife Gail Lewis Mallory. Neil’s most recent home was in Chattanooga, Tennessee.
A Political Science major from East Carolina University. Early in his career he was a high school teacher and basketball coach until he transitioned to local and city government. Neil’s career in local government took off quickly as he was named as Director of the Planning Department of the City of Wilmington in his early 30s.
In the spring of 1973 he was hired as the very first County Manager in Brunswick County.
In 1975 Neil again moved up being named the first Circuit Riding City Manager, working as the Town Administrator for Mt. Olive, Fremont and Faison. Neil continued his relationship with the town of Fremont as a local government consultant for over 25 years. Retiring in 2005 from The Kerr Tar Regional Council of Government where he served as Executive Director.
He proudly served in the Army National Guard and was honorably discharged in 1968.
Surviving family members; son Roderick “Rick” Mallory (Julia Mallory), daughter Kristin Mallory Holmes, grandson Dillon Holmes, granddaughters Caroline Holmes and Sarah Prickett (Matthew Prickett) and great grandson, James Thomas Prickett.
Neil will be laid to rest at New Hope Presbyterian Church in Winnabow, NC on October 4th at 3:00 pm with visitation starting at the church at 1:30pm prior to service.
