Southport NC — Southport’s Board of Aldermen approved the ordinance revision during its August 13 meeting, adjusting the city’s minimum age requirement to match North Carolina’s statewide standard.

Under the updated rules, 16‑year‑olds may legally drive golf carts within city limits, but only if they hold a graduated or provisional driver’s license issued by the NC Division of Motor Vehicles.

The city previously required operators to be at least 18 years old, a stricter threshold than state law. Officials said the change was intended to bring Southport’s ordinance into compliance while maintaining safety expectations for younger drivers.

North Carolina’s graduated licensing system requires teens to complete 60 hours of supervised driving, including at least 10 hours at night, maintain a clean driving record, and pass a road test before receiving a provisional license. A learner’s permit alone does not meet the requirement for golf‑cart operation.

The updated ordinance continues to restrict golf carts to streets posted 35 mph or lower, consistent with state regulations. Carts must also be equipped with standard safety features, including headlights, taillights, reflectors, and rear‑view mirrors, and must be registered with the city.

Southport enforcement will focus on ensuring operators meet licensing requirements and that carts remain on approved roadways.

Residents and visitors who operate golf carts are encouraged to review the full ordinance and confirm their carts meet all equipment and registration standards before driving on public streets.
