CHARLOTTE, NC — The man accused in the fatal 2025 stabbing aboard a Charlotte Area Transit System (CATS) light rail train is scheduled to appear back in a Mecklenburg County courtroom today, as state prosecutors prepare to formally outline their intent to seek the death penalty if he is convicted of first-degree murder.

Decarlos Brown Jr. faces state first-degree murder charges alongside federal offenses carrying potential capital punishment following the death of 22-year-old Iryna Zarutska. The fatal attack occurred on a Lynx Blue Line train near the East/West Boulevard Station in Charlotte’s South End neighborhood.

Previous court rulings in both state and federal jurisdictions determined Brown was mentally unfit to stand trial. Judges in both matters ordered Brown into custody at a specialized medical facility to undergo court-mandated mental health treatment intended to restore his competency so proceedings can move forward.

State prosecutors have maintained their position to pursue capital punishment under North Carolina’s statutory guidelines if medical evaluators deem Brown fit for trial and a jury returns a guilty verdict.

The stabbing, which was captured on transit system surveillance video, drew widespread regional and national attention, placing a spotlight on public transit security and pre-trial mental health management.

In the aftermath of the incident, Zarutska’s family filed a civil wrongful death lawsuit against the City of Charlotte and private security contractors assigned to CATS properties, alleging systemic security failures.

The event also sparked legislative action in Raleigh, prompting state lawmakers to advance reform bills aimed at tightening bail conditions for violent offenses and revising North Carolina’s involuntary commitment protocols.
