According to arrest records, Noe Fernando Mauricio Vicente, 18, was arrested at approximately 3:01 a.m. on October 17 and charged with:
- Sale or delivery of a pistol to, and possession by, a prohibited person (felony)
- Minor purchase, consumption, or possession of beer and wine (misdemeanor)
- Improper or defective headlights (misdemeanor)
The arrest occurred in the 300 block of 14th Avenue North near Chester Street, according to the report.
